Yeah, it's a variant on the sack dresses she seems to like to wear, but the overall end result is very memorable.

My Japanese is no good to understand what was it that made her cry.. It seemed a sudden reaction as if it reminded her of something/someone important.. Hope somebody would translate the video |

The captions on the screen caps seemed to suggest that Juri-sama cried because she has broken up a relationship.
