Not according to the Details... Though the web site pic is funny in a campy way. 
Edit: Episode 1 did pretty well: 14.2%

It was decent. For some reason I thought Yonekura Ryoko would start "negotiating" in some scenes.  |

The first 15 minutes of Episode 1 is up at Veoh (no subs of course!). It seems to be just establishing Ryoko-chan's character and the storyline sofar, as you might expect Ryoko-chan looks very stylish!
