I tried the links just now and they worked fine. What usually happens when you tap on the link is the standard Window file download window will pop up. Maybe your system, or internet connection, is slow so give it a little time. The Sendspace page also has a link to the file towards the bottom. You can try tapping on the link if the download window does not come up.

i am not sure if the OST is out yet...doubt that it would be out this soon..

but the Para Para song is a different one than Hey! Friends song from Naohito, right?
