I think I can understand some of it. It says something like:
25th of November: L'Arc~en~Ciel 15th anniversary live show.
13th December: Ark and ray expanded edition's go on sale.
and I'm not sure what the other info is about, I know that it's the titles of some Laruku songs, all from Ark and Ray (I think). "�T�r" reads "sehi", but I don't know what it means.
The final like says that the live show will commence at 20:00 hours (8pm) on the 25th of November... I think. I hope that helps.

@Van_Gon : according to what I know, �T�rrefers to "sabi". and according to wikipedia, sabi means the most important part of a song (the most catchy part). it usually refers to the chorus, but "sabi" can also the intro, the bridge, or other part of a song. _________________

I'm not 100% sure but it must be ringtones.
This symbol ������ is in Music Station when there are the ringtone charts.
The hiragana means uta (=song).
And when you think about the sabi translation it makes sense. _________________
