Hmm...Kubozuka Yousuke, Kusanagi Tsuyoshi, Fukatsu Eri, and Shinohara Ryoko are really good actors/actresses. I would also say Okada Junichi because he was really good in Kisarazu Cats Eye and Rennai Hensachi but his acting was kinda sketchy in Suekko, so I'll have to moniter him a bit more...hehe
I think Sakaguchi Kenji and Fukada Kyoko are popular stars that lack in the acting department. Sakaguchi was actually pretty good in IWGP and Hatachi No Kekkon, but after he started doing serious roles, he doesn't seem to "have it" anymore. As for Kyoko, I think she's gotten a little better since Kamisama (I mean dang, you couldn't even tell if she was crying or laughing!), but after watching her new drama, I felt that she hasn't improved TOO much. She always plays the same bratty characters that get irritating real soon.
i disagree.... kyoko is a damn good actor.... i mean just look at Fighting Girl, Food fight, Friends, and Otousan...just ah... don't mention First Love nor SOS... since she is pretty weak in those.. IMHO

My vote for best actor goes to Hiroshi Abe. Though most of the time he's playing supporting characters, he manages to make them interesting with limited screen time. Kimu Taku is good but he mostly plays the same character. IMO, Nagase Tomoyo's role in Mukodono deserves special mention. I'd also like to add Sorimachi Takashi to the list. While many disagree about his acting skills, no one can deny that he has great charisma and screen presence.
Best actress is a between Hirosue Ryoko and Kuroki Hitomi.
Hirosue Ryoko's acting really saved Otousan and made Fukada Kyoko look like a bad actress. (which she is) I'm most impressed by her acting in the movie Himitsu.
Kuroki Hitomi is great. Besides the fact that she looks great at the age of 43, she can play a different types of roles. ie her role in Golden Bowl, Oyaji and Majo No Jouken are completely different.
Honourable mention goes to Matsushima Nanako, Kanno Miho (Koi no Shitai) and Matsu Takako.
Worst actresses goes out to Goto Maki, Kyoko Fukada and Fujiwara Norika. Goto Maki was horrible in Yanpapa and Kyoko Fukada only has two facial expressions. Fujiwara Norika does not give depth to her characters though I find her acting in Staa No Koi compared to her older dramas.
Nagase Tomoya can be really good, but I sometimes get mixed signals from him. He was ever so awesome in Ikebukuro West Gate Park, Love & Eros, Big Money, Hakusen Nagashi, and of course Muko Dono (the first series, not the over-acted 2nd one), but lately he's had some major flops like Seoul, Yanpapa and Kanojo Ga Shinjatta (I actaully like this one, but it's dying in the ratings area). I sometimes wonder if his acting ability is sliding downhill or if the drama is just plain bad. He's in need for someone to write him a nice strong memorable character like some of his past roles...either that, or he should start being more picky about his what roles/dramas he does.

I've only seen two of his dramas: Mukodono and Yanpapa. Can't imagine him overacting more than the first Mukodono. His Mukodono character is IMO, one of the most memorable ones in jdrama along with GTO and the father in oyaji.

Matsushima Nanako gets my vote for best actress. She has great range in her performances. She does not even need to speak to express the emotions of the part. That is the sign of a great actor/actress in my mind.
hmm... best actor? Well, I've been quite impressed with the supporting parts Masahiko Nishimura has done.
He's, very much, underrated.
female??
hmmm... Ryoko Hirosue is a lot better than people give her credit for. Matsushima might take the cake, overall... although, sometimes, she's a bit over the top. _________________

My few favourites.. The ones i can and will always remember anyways.. hehe.. stopped updating on Js for a while because college started..
Tsuyoshi Dohmoto- Totally talented! Just watch one of the doramas with him in it and you'll get what I mean!
Takuya Kimura- Don't have to say anything else, I'm sure everybody here knows him alot.
Kyoko Fukada- I think she's really good in acting. Although she gets similliar characters in almost every doramas she acted in, gotta admit that she's good in potraying 'em. Hey, at least she's willing to act these weird behaviour-ed characters...
Noriko Sakai- Super talented! just watch "Hoshi no Kinka".
Tomoya Nagase- Not bad as well. Love him in Yanpapa and My husband.
Sawai Miyuu- Young new actress. Acts as Sailormoon aka Tsukino Usagi in PGSM. Dunno whether you guys would consider her as one of the actresses or not, but to me, personally, she's improved alot in acting and has entered into my good acting skills and is improving list!
Hama Chisaki- 15 year-old young actress as well. Acts as Sailor Mercury, ami-chan and also Dark Mercury in PGSM. Really really really good in acting. Can't see her traces as Ami-chan when she turned into Dark Mercury, simply the opposite! Heck, even her tone and voice changed!

There are too many of them to name, so I will name some that seems to be under the radar for most...
Actor:
Oda Yuji - One of the most respected actor in Japan.
Eguchi Yosuke - (101 kaime no puropozu, Lunch no Joou, too many...)
Shiina Kippei - (Antique, Seikei Bijin, Over time, Renai Sagishi, etc)
Watabe Atsuro - (Koi ga shitai x3, Beautiful Life, Koufuku no Ouji, etc)
Tsutsumi Shinichi - (Yamato Nadeshiko, Good Luck!!, Koi no Chikara...)
Tsumabuki Satoshi - (Blackjack ni Yoroshiku, Wedding Planner, Lunch no Joou...) This guy along with Takky are my picks for new Idol dorama Kings of the new generation (generation after KimuTaku).
Actress
Iijima Naoko - (Wedding Planner, Bus Stop, Hero, etc)
Maybe I am biased, but she is GREAT!
Koyuki - (Antique, Kimi wa Petto, Love Complex...)
Nakayama Miho - (Nemureru mori, Oishii kankei, Love Story...)
Fukatsu Eri - (Odoru daisousassen, Sora Kara Furu Ichioku no Hoshi, Koi no Chikara...)
The first time I saw her was in Ringu/Ring 2 and I thought she did a wonderful portrayal of a woman who was truly afraid and confused yet was brave enough to face the mysteries behind Sadako. Anyhow, she is an excellent actress.

best actor: Kubozuka Yosuke
pure talent. bar none. Highly recommend "GO"
best actress: Matsushima Nanako
has the best range and depth as far as playing characters.
exudes grace, elegance, beauty, and confidence... all at the same time.
most charming: Sorimachi Takashi
altho even I find him sometimes annoying, he has always won me over to his side, no matter what his character... besides, GTO was my first jdorama, so he and Nanako are worth mentioning
most charming: Hirosue Ryoko
as an actress, definitely one of the most charming, and dare I say, cutest.
although I sometimes find her "beauty" inconsistent, when she's on, she's on. the Perfect Yuki.
most underated:Yamaguchi Tomoko & Inamori Izumi
The ladies of Long Vacation showed great acting, Yamaguchi has good depth and range in acting.... loud and harsh one minute, reflective and teary-eyed the next... Inamori has the most subtle, yet expressive facial expressions (why dont more ppl find her attractive???)...
most underated: Oguri Shun
He played a hearing-impared boy in Summer Snow... had me wondering whether it was foreal or fake...
most overrated: ???
too many, but I dont want to get flamed

Definately Matsushima Nanako. She's not my fave, but I completely acknowledge her talent. She can play just about any role with great results.
As for male, I don't know. My fave is KimuTaku but I don't think he's necessarily the best. I can agree with Kubozuka Yosuke, though. He has such a different style, and its pretty cool.
Man, I have to disagree with some of the posts on Takashi Sorimachi. From what I've seen, the guy can act. He can do comedy or drama. It's really about his versatility. His acting isn't refined, but he has a broad acting range. As for female actors, I'd pick Ryoko Hirosue .... well, because ... bah u know why. I haven't seen a lot of Nanako Matsushima dramas yet, so I really can't say how good she is.
