Sounds right but i think it has more to do with the smaller (but still hugely popular) target market, coupled with the HDD,net adapter and subscription cost meaning lower sales.
Combine with the cost of at least 5 different langauge versions to make (the english language conversion takes only a few days from the american - or it should at least ) and the time it would take.
Making a profit in europe would be difficult
But square-enix have also said they will do their best to incerase the number of european titles and decrease the conversion time (unlimited saga was due for the end of the year a while ago )
The old square-europe was notirously bad for good releases
