It's a paper-based kanji dictionary. You would look things up one character at a time. I also have an electronic dictionary, a Canon one I believe.

I know there's a thread in Learn Japanese about this same topic. I think 86 was looking for something, and I recall some software working on the PalmOS. It also had handwritten recognition.
