I guess it was just open for interpretation, because I don't think that scene suggested anything definite. I mean, if she DID get a make over, why not go all the way through? Why keep the hair, the glasses, the mole? Why use the exact same face?
And the sister was always confident, wasn't she? Why suddenly follow suit?
I personally believe the ending wasn't important at all. I mean, at this point, the plot has ended. Those who made the drama just wanted to end on a funny note. Whatever it's supposed to mean is up in the air. But it doesn't really matter.
I guess I have to chime in.
They kept the glasses and mole to make sure you know it's Naomi(or whatever her name is).
And there is no doubt she had a make-over too. The whole ending sequence conveys the idea that it's not only OK but it's great to improve your appearance artificially. That is pointed out first when Florist guy displays with great pride the artificial flowers and is punctuated with Naomi's new face.

O! Looks like you and Harriet finally agree on something, eh? _________________
Alrighty, so Mr. Florist plans this big gIfm in the new presidenth party, but his main floral piece is sabotaged. Hefs all depressed, until Honami inspires him to be himself and encourages him to be creative once more. So he spends the entire night fixing up the floral piece.
Now, after being fired and gcoming outh on the show, Honami realizes that she needs to be honest with herself as well, and so she decides to go to London to reverse her plastic surgery. In other words, she wants to go back to the way she looked originally. Meanwhile, the Mr. Florist is going to continue with the wedding plans with that other lady. However, in his thoughts he replays the conversation he had with Honamifs childhood friend | about how, if he canft accept the real Honami, than he should just leave her own. If he canft give up the floral company for her, than he should forget she ever existed.
Honami, in London, calls her childhood friend, and he proposes to her over the phone. Meanwhile, Manamifs character (sorry, I forget all the character namesc >_<) talks to her brother regarding Honami. This conversation, together with the realization that the flowers are now gtalkingh to him again, spurs Mr. Florist to follow Honami to London.
He goes to stop Honami from changing back, but at the same time tells her that they can never be together, because hefs the chief now. He does, however, confess his love for her. She claims that if she changes back, she can be acceptable for him. He disagrees. In the end, Honami decides to carry on with the surgery.
When Mr. Florist gets back to Japan, Honamifs childhood friend gives him a recording of the message she had recorded before leaving for London. This message seems to change the Mr. Floristfs mind.
Honami returns to Japan (but as the viewer, we donft get to see what she looks like yet). Shefs now going to marry her childhood friend on the same day as the dude is going to get married to that other girl. In the meantime, the guy cancels the wedding on the wedding day with his fianceLfs permission. He leaves to go to the church where Honami is having her wedding. There we see her, looking like her original self, dressed in a bridal gown. He does that whole speech about how even though hefs too late, he still loves her blah blah blah. However, he somehow figures out that this is not the real Honami (itfs in fact her twin sister). He calls out for the real one. The church doors fly open and there stands the real Honami, unchanged. Apparently she didnft go through with the surgery to revert back to her normal self. She asks him how he knew. He says that no matter what she looks like on the outside, he would always know her. She tells him she couldnft go through with the surgery because she wanted to keep the face she had met him with. She admits that this entire wedding was a setup because she wanted to know how he truly felt. The idea of the setup was her childhood friendfs.
So in the end, the two end up together, and everyone is happy.
I think that's about it. If I've missed anything, I'm sure someone will fill in the gaps. If you have any specific questions, just ask!
I hope you enjoyed the series, monta. It was a fun drama! _________________
Wyn-chan, I'd have to disagree with the last line of your spoiler...

Konishi Manami's and Kato Haruhito's characters weren't particularly happy with the end result, but they did accept it... So it was bittersweet for them.

poor Kato Haruhiko's character. But i know the feeling how you don't want your bestfriend to become your lover. well, Kikuchi Maiko's character is happy . But the set up is a real wedding right? so Kato's character marries Kikuchi's?

No, I don't think so... at least, I don't remember them getting married. It was a fake wedding because it was all a setup. Hmmm...
I do remember in the end that Kikuchi's character was contemplating getting a makeover as well... but I don't recall her being married to Kato...
