Yeah, you're right. The money being payed (which you mentioned) is being applied as foreign aid only.
It does not apply to the payment they want for Japan's 1910-1945 colonial rule. They want extra for that.

Have people considered that Japan has indeed paid Korea back in a certain way?
Didn't Japan show Korea (maybe S. Korea but still) how to build automobile factories and basically come out with their own cars? I even believe Japan fronted a lot of the money also. The Korean cars directly compete against certain Japanese models. However...Japan was still willing to do this. Look at what it has done for the S. Korean economy. This is a bigger pay back than some monetary compensation. I don't think it is Japan's fault that N. Korea is a communist country run by a dictator where they did not get the benefit from this.
While I don't think this is necessarily direct compensation to those who had atrocities committed against them...it was a way of 1980's Japan to say sorry to Korea and to help them out and to try and have better relations.
I believe it was a big success. I think slowly but surely Japan is more officially acknowledging these crimes.
I believe Japan has also helped China build many manufacturing plants. There was a good drama on not too long ago called A Son of the Good Earth.
In that drama it showed Japan helping China build its first steel manufacturing plant. I don't believe it was fiction.
The drama was great. It shows how we all can overcome hardships and if we take the right outlook...you can still be a success...not matter how hard the circumstances.
It was also a drama that was a joint effort between China and Japan. I think it helped mend old wounds. It's the action that is more important and not necessarily just words.
Let's face it. Some people just don't want to forgive and forget. I think most Japanese American have just moved on from being held in the camps.
Now don't get me wrong...I do think the government of Japan has indeed kept a little too quiet about this but it's incorrect to say Japan has not done anything to help those countries out.

Yeah that's true. We do have priorities. We have to get that goat shit Bin Laden first. I have a feeling it won't be too much longer until we do. (I don't know why though) But it'd be nice if we could stop all the bullshit.

my 2 cents... no more bloody reperations. I'm tired of it. During the past few years some lawyers from the States tried to get reperations from german and austrian companies, which had some profit from using concentration camp prisoners for work. They also tried it with our government. It's a dark chapter in history, yes, but I don't see why the current generation in charge should pay for it. I don't see why my taxes should be used for it. Heck, my great-grand father was in a camp too, since he was communist, and my family never got anything after the war.
The war was over 60 years ago, I'm not responsible for what happened back then, so I will sure as hell not pay for anything.
The war's over, most people from back then are dead already, the rest will die within some years anyway.
If that's common now, I think Austria should go ahead and demand reparations from Italy for occupying South Tyrol after the armistace in 1918. Or maybe we should go ahead and demand money from Turkey, since they invaded us twice several centuries ago...
Such things are just damn stupid... but well, once lawyers are involved... nuff said
