It's just a fix-it ticket.... I only got hassled once (about 13 years ago): this CHP had nothing else better to on the 405 than to pull me over for not having my front plate, since I knew he was there and I wasn't speeding...

I don't have my front plate on, no problems so far. They usually don't care. Unless they're bored and/or you're driving like a total assclown.
