The booking photo of Albert Y.M. Huang, mayor of the city of San Gabriel. Credit: San Gabriel Police Department The mayor of the city of San Gabriel was in custody Friday on charges of felony robbery and assault after he allegedly took a womanfs purse and sped down a residential street with her clinging to the side of his sport-utility vehicle.
Mayor Albert Y.M. Huang was being held at the San Gabriel police station, said Lt. Ariel Duran of the San Gabriel Police Department.
Police said they received a call about 1:15 a.m. Friday about a heated argument between Huang and a woman. Investigators determined Huang was arguing over money with the woman outside a restaurant in the 300 block of West Valley Boulevard.
Huang allegedly took the womanfs purse, which contained her car keys, cash and personal belongings and got into her car, Duran said.
The woman attempted to prevent him from leaving by reaching through the vehiclefs window. Huang then allegedly pushed the woman, got out of her car and entered his own, a Nissan SUV.
The woman then reached through the passenger window of Huangfs SUV and stood on its running boards, Duran said.
Huang accelerated as fast as 45 mph down Prospect Avenue with the woman hanging on, Duran said.
gItfs a 25 mph speed limit zone, and hefs doing 45 with the female hanging on the car,h Duran said.
Huang drove more than a quarter mile with the woman on his car, Duran said.
A security guard at a local business saw what was going on and detained Huang and the woman until officers arrived.
Officers arrested Huang, 35, on suspicion of felony robbery, suspicion of assault by means likely to produce great injury, also a felony, and battery.
Duran said there was no indication Huang was intoxicated at the time of the incident, and he has not been charged with DUI. His bail was set at $100,000.
The woman was not seriously injured, Duran said, and her belongings were recovered. She is 33 years old. Her name has not been released, and Duran said it was unclear what her relationship was to Huang.

Woman drove with mummified remains in front seat of car for months, Costa Mesa police
October 21, 2010
Costa Mesa police are investigating a bizarre case in which a woman drove around with a mummified body for months before authorities discovered the corpse while responding to a report of an illegally parked vehicle.
Det. Mike Cohen said they are trying to identify the remains of a Fountain Valley woman believed to be homeless and in her 50s or 60s. He said the dead woman may have had the first name of "Signe."
They also said they are continuing to question the woman who had befriended the transient and let her use her father's car for shelter before she died.
The death did not appear to be the result of foul play, and detectives are trying to figure out why the woman, in her 50s, chose to drive around with a foul-smelling corpse rather than make a report to authorities, Cohen said. He said it appears she had befriended the transient woman for altruistic reasons.
The date of the transient's death was uncertain, but authorities estimate that she could have been in the car from three to 10 months, Cohen said.
All the more bizarre, Cohen said, was the "very calm and very articulate" delivery of the other woman in describing the episode during police questioning.
The case of the mummified remains came to the attention of authorities about 6:40 p.m. Monday when Costa Mesa police responded to an illegally parked vehicle in the 2000 block of Tustin Avenue.
There, officers found the 1997 Mercury Marquis partially blocking an entrance to a home. When they approached the vehicle, they where overpowered by a strong odor. When they looked inside, they spotted a leg underneath clothing in the front passenger seat.
They couldn't find the owner of the vehicle. After breaking into the car, they found a body "seated in a reclined position in the front passenger seat with clothing items covering them."
According to the report, police said "it was evident they had been deceased for some time. The body was found to be in a mummified state."
Anyone with information about the identity of the dead woman or information that could help investigators is asked to call Costa Mesa police detectives at (714) 754-5178 or (714) 754-5395.

Watch out for traffic today...
L.A. braces for more Obama gridlock
The president will be at USC on Friday in support of U.S. Sen. Barbara Boxer's reelection bid. As during his visit in August, traffic is expected to be gnarly.
By Andrew Blankstein, Los Angeles Times
October 22, 2010
President Obama will return to Los Angeles on Friday, and the city is bracing for a repeat of extreme gridlock because of his visit.
Obama felt the sting of Angeleno road rage in August when street closures for his motorcade stretched Westside commutes from the normal 45 minutes to the duration of a one-way flight from L.A. to Chicago.
Will traffic conditions be smoother this time? Los Angeles police say don't count on it. Even in places where streets aren't closed, traffic could be affected well into the evening rush hour.
Doors are scheduled to open at 10 a.m. Friday on the USC campus for Obama's "Move America Forward" rally, scheduled for 1:30 p.m. The rally is in support of Democratic U.S. Sen. Barbara Boxer's reelection bid.
Several South L.A. thoroughfares will be closed for more than six hours in the afternoon and during rush hour. They also will be closed from 9:30 to 11:25 a.m., although some cars and pedestrians will be screened and allowed in, LAPD officials said.
Anyone traveling "in and around the USC campus" should expect delays and is encouraged to "plan another route if possible," LAPD officials said in a statement.
The closures will affect Martin Luther King Jr. Boulevard between Figueroa Street and Vermont Avenue; Vermont Avenue between Martin Luther King Jr. Boulevard and Exposition Boulevard; Figueroa Street between Martin Luther King Jr. Boulevard and 39th Street; and Exposition Boulevard between Vermont Avenue and Figueroa Street.

Japanese Butoh to Orange County: Sankai Juku Comes to California
Established in 1975 and having performed in 700 cities and 40 countries since then, the Japanese butoh company Sankai Juku brings its 1998 award-winning work, Hibiki, to the Irvine Barclay theater this Saturday for a single show. Under the direction of western-trained Ushio Amagatsu, the company will present Hibiki (translates to Resonance From Far Away), accompanied by a lyrical and electronic score by Takashi Kako and Yoichiro Yoshikawa.
For the don't-know-anything-about-this viewer/reader, butoh (pronounced "boo-toe") is a form of dance created in Japan in the aftermath of WWII. It is characterized by an extremely slow movement vocabulary, hairless, near naked bodies painted white and striking imagery, often disturbing and reflective of a culture that has seen its share of catastrophe. As a counterpoint, the motifs of rebirth and the passage of time bring an elegance and emotional depth to the stage.
This company is known across the globe as being the apex of an art form that is the intersection of dance and visual imagery, often revealing an unforgettable poeticism.
Though itfs happening down the road a bit, I think itfll be well worth the Saturday drive.
