Since he's on the roster before Sept.1 I would say yes. That's when they can expand the roster to 40 players.

Technically, it's not a trade, it's a "waiver" deal. The D'Backs put Green on waivers which means every team has a shot at him, in order of teams with worst record getting to pick first. However, they're is usually an "agreement" between the GM's not to pick a player that some other team wants. If they did, then the Mets GM would screw it up for that team when they wanted to pickup somebody else.
