okay after trying to confirm this through credible sources....and after hearing out niko on the subject i have to say that it does NOT seem they are related by blood, siblings or otherwise....MAH BAD....i guess when i first heard it i took it on faith that that they were related given the family name.

don't want to propogate any misinformation so i'd have to say i was under the mistaken impression that they are related. SORRY, kids....MY mistake....BUT UEHARA takako still got better looks Bleah face and body....
