Dude, we are talking about her upcoming album. But from the looks of it, as tiny said, the new album will probably be the same from her Perfect Collection album which was released on 1999. _________________

Okay, I found the reason of the delay of Tokyo Tower, the dorama special Ryoko is appearing in. It seems that comedian Keiichi Yamamoto who plays a small(?) role in this dorama is caught up in a rape scandal (not involving Ryoko). See this Mainichi Daily News article (in English).
It is likely that scenes where Yamamoto appears will be cut out, before the dorama will be aired. This is typical for Japan, people in the entertainment business who have fallen from grace will be treated as if they never existed, and everybody will go on as if nothing ever happened.

can't let some guy who screwed up, take away the glory from our lovely lady, Ryoko....give her some credit...and keep the film rollin'
Right, how dare that sukebe spoil the fun for Ryoko fans like us by postponing the airing of the drama due to his malicious acts. The drama should go on without that guy. _________________
