Welcome to NHK?! i didn't know it was this hilarious first i was disturbed by the the title i thought NHK the japanese tv channel..while watching it it reminded me of excel saga but then i was wrong it's more different it has a meaning, a social message and most of all a good story ...my brother loves the ending theme song because of the lyrics if you pay attention to the lyrics it strikes u...

yeah you DEFINITELY need a frame of reference or else the entire anime is meaningless and not funny.
