The most common Japanese phrase for this is the following:

"Gochisosamadeshita"

"I remember you" could be "Anata wa oboete'" "sorry for not sending email" could be "Email wa okurimasen, gomenasai" (or would you use "hasso" for send in this case? Kokuou, tasuke, kudasai!!! Puppy Dog Eyes

Actually, that would be "Anata wo oboeteru." Using the "wa" there means that the person you're talking to remembers something.

And I'd say the email one as "Email (��[��) wo okuranaide gomennasai." The other way was implying that you aren't planning to email the person and are apologizing for that.
