It's to protect the identity of the person. For some reason, they do not blur the entire face, just the eyes.

Yes indeed. Perhaps the other party did not want to be pictured.
Or another option is that if the other party were to be pictured without consent, a lawsuit could have followed. Stuff like that. IMO
