i checked my textbook. you're right. ‘å‚«‚¢ and ¬‚³‚¢ are i-adjectives. but they may take ‚È prenominally, like in this usage:
¬‚³‚Ȑl(a small person), ‘å‚«‚È–²(a big dream)

but for the singapore is a small island thingy, you're right, it's ¬‚³‚¢“‡.
