You can change your E-mail now. The mail server is working again, that's why. Unless you're still traumatized from the last time! Bleah

The user accounts have been temporarily shut down because changing the E-maill address on the account is somewhat a critical change. After changing the E-mail address, the system is supposed to send a reactivation E-mail to the new E-mail address specified, but apparently, the mail server isn't working again.
