Uh....ouch! Actually I pasted part of an email from a Japanese language mailing list. It asked a similar question, but obviously it wasn't the same. It depends on the TTL.
I've moved sites to new networks before, and in the ramp-up, we set the TTL to 15 minutes, so the propagation went very fast. Although, due to vagaries of different resolvers out there, it was still a lot longer than 15 minutes.
