If you're trying to upload the picture from your computer, its width can be no greater than 150 pixels, the height no greater than 100 pixels, and the file size no more than 20 KB.

The best thing would be to upload your picture, and then link it. To do this, find an uploading provider. Imageshack is good for this. Once you have your image uploaded, copy the "direct" link, and then come back here and paste it into "Link to off-site Avatar" field in your profile.
