I started looking at DVDLabPro2 last night.... It doesn't like .avi files for input, so I had to convert to .vob first. Now I just have to work out the subtitles.........
If I can get my son off the computer tonight, I'll try again.

Are the subs in ssa or srt format?
You can hardsub those subtitles into the avi using VirtualDubMod and VobSub... Pretty easy once you get the knack. :)
That's what I did with Ringu - worked a treat. I was just trying to leave a step out, if I could ;)
*Edit*
Ok, I used DVDLabPro2 to author Tokyo Friends Ep.4.
I'd have to say it was an extremely painless excersise, once I worked out how to do things. It didn't take long at all to put in the menu background, create "Play Movie" and "Scene Selection" buttons, create chapters, add subs and compile. Only thing I would do differently would be to let it demux the input file when I import it, as it has to do it anyway when about to compile. Only thing that didn't work was the inbuilt burning engine - but I have Nero for that anyhow. The Scene selections backgrounds are a bit ordinary, but I guess you could make those anyhow.
Result: one very professional-looking DVD.
PS Krim: The gasoline and rags trick worked with my son too ;)
I authored another DVD last night. This time with 4 individual "movies", 2 of those with scene selections. Just to make things interesting.
I don't know what I did wrong, but while the DVD plays fine in my DVD players, it starts from the first movie, not the top menu as it should. And the "Menu" button on my remote doesn't work :( I guess I missed a step out somewhere.

According to this guide, you use Virtualdub plus a number of filters to convert NTSC (29.997 fps) to PAL (25 fps). You need to adjust the audio track as well.

The problem is that I'm starting with a DVD format (ts_video) and I want to try to maintain the original menus as well. These are idol concert music DVDS. Kurkaki Mai and BoA.
Check out this page: http://www.jakeludington.com/ask_jake/20041219_how_do_i_convert_a_pal_dvd_to_ntsc.html It's the other way around, but I guess the process is the same - not that easy.
I think I have a free prog at home, but i'm not sure if it does what you want. I'll get back to you tomorrow about that.
Seeing as how nearly all the stuff I download is NTSC and we use PAL, I have the opposite problem. WinAvi takes care of it if it's an avi etc, but because the frame rate is increased from 25 to 30, you get short pauses in panning shots. I can live with it.
